CPS-PSAP112,  CENTIC´s  project proposal in cooperation with ANSWARE Technologies S.L,  has been recently granted within the H2020 3rd Open Call for innovation projects in one of the European Cyber-Physical System Engineering Labs (CPSE-Labs), located at the Technical University of Madrid (UPM) and managed by INDRA Sistemas S.A.

The proposed project and experiment: “Drones, eCall and Cyber Physical Systems for Public Safety Answering Points 112 (CPS-PSAP112)” consists in the evaluation of the use of SOFIA2 platform for emergency response. It includes the development and the integration of interfaces from external sources of information such as drones and the eCall system into the Internet of Things (IOT) SOFIA2 platform to provide new services for crisis and incident management. The experiment will help to assess SOFIA2 readiness for the next requirements and standards for Public Safety Answering Points (PSAP 112) in the European Market. Together with the technical solution proposed, the experiment also explores the suitability of the SOFIA2 platform to elaborate new protocols for Search and Rescue (SAR) at Regional, National and European level, to support the work of First Responders on-site and allow the decision making and to improve the real-time synchronization between the Emergency Operations Centre and the First Responders. emergenciasCENTIC and ANSWARE have recently initiated relationship with regional PSAPs (112) at Region of Murcia among others stakeholders to establish the demand and requirements of suitable scenarios where the implementation of the project results will be easily adopted by SAR Teams and Emergency Contact Centres. The goal is to incorporate and accelerate the introduction of new technologies, such as eCall, IOT and UAV (drones) in a safe and controlled way from the PSAP 112 point of view.

CPSE Labs is part of the EU-funded Smart Anything Everywhere (SAE) Initiative, which aims to generate new and breakthrough technologies, boost competitiveness, create jobs and support growth in Europe. There are plenty technological progresses in the CPS field that the citizen cannot profit from yet. This may be because the results are not mature enough and have not left the laboratory, or because they have been successfully proved in other application domains, but not in the smart cities or civil use. The goal here is developing new business opportunities by adopting solutions that have been proved either in lab conditions or in functional domains other than the citizen. So a clear improvement of TRL is expected; and business plans for the commercial use of the results must be provided.

SOFIA2 is a middleware developed by INDRA that allows the interoperability of multiple systems and devices, offering a semantic platform to make real world information available to smart applications (Internet of Things). It is multi-language and multi-protocol, enabling the interconnection of heterogeneous devices. It provides publishing and subscription mechanisms, facilitating the orchestration of sensors and actuators in order to monitor and act on the environment.

ANSWARE Technologies S.L is an ISO 9001:2008 and CMMI DEV level 3 and CMMI SVC level 3 certified Spanish ICT-based SME operating in national and international markets. The portfolio includes the provision of ICT consultancy services and development of turn-key and R&D projects in a large spectrum of technological sectors: Security and Emergency management, AeroSpace & Defence, eHealth, Energy and Tourism. CENTIC, the Technological Centre of Information and Communication Technologies is a non-profit business association, promoted by the Regional Government, founded in 2004 sponsored by the ICT sector companies of the Region of Murcia (Spain).The main scope is the technological improvement of the companies in the ICT sector and other companies related to Information Technology, Telecommunications, Contents and Electronics through Research, Development and Innovation activities.. Therefore, CENTIC can be considered as an interface or point of reference to the whole ICT regional sector. Moreover, CENTIC develops binding or collaboration agreements for the development of its activities with national or foreign entities related to the aims of the Association.


El proyecto CPS-PSAP112 de Centic en cooperación con Answare technologies,  ha sido seleccionado en la tercera convocatoria Open Call for innovation projects, dentro del programa H2020, para realizarse en uno de los laboratorios europeos  CPSE-Labs, ubicado en la Universidad Politécnica de Madrid y liderado por INDRA Sistemas S.A.

El proyecto: “Drones, eCall and Cyber Physical Systems for Public Safety Answering Points 112 (CPS-PSAP112)” consiste básicamente en la evaluación de la plataforma SOFIA2 para el uso de centros de  emergencias 112. Incluye el desarrollo y la integración de nuevos interfaces de información externa, como son los drones y el sistema eCall,  mediante la plataforma SOFIA2,  que trabaja en la llamada Internet de las Cosas (IOT), con el fin de  incorporar nuevos servicios en la gestión de crisis y accidentes. El experimento ayudará a la plataforma  SOFIA2 a estar preparada para los nuevos requisitos y normas del mercado europeo por parte de los centros de emergencias o Public Safety Answering Points (PSAP 112). Junto con la solución técnica propuesta, el experimento también explora la adaptabilidad de la plataforma SOFIA2 para elaborar nuevos protocolos de búsqueda y rescate (SAR), a nivel nacional y europeo, para apoyar el trabajo en campo de los equipos humanos, permitir la toma de decisiones y mejorar la sincronización en tiempo real entre el Centro de Operaciones de Emergencias y los equipos de respuesta inmediata. 

Centic y Answare han iniciado recientemente una relación con el Servicio 112 de la Región de Murcia entre otros agentes,  para establecer la demanda y los requisitos que se adapten a diversos  escenarios de crisis, procurando que la implementación de los resultados del proyecto sea fácilmente adoptada por lo equipos de respuesta inmediata y los centros de emergencias. El objetivo es incorporar y acelerar la introducción de nuevas tecnologías como son eCall, IoT y UAV o drones de un modo seguro y controlado desde el punto de vista de un centro de emergencias 112.

CPSE Labs es parte de la iniciativa europea Smart Anything Everywhere (SAE), que pretende generar nuevas y novedosas tecnologías, impulsar la competitividad, crear empleo y apoyar su crecimiento europeo. Existen muchos progresos tecnológicos en el campo de Emergencias de los que los ciudadanos aún no se están beneficiando. Esto puede deberse  a que los resultados aún no han madurado lo suficiente o se encuentran aún en el laboratorio, o porque se han probado de forma exitosa en otros dominios de aplicación como Ciudades Inteligentes, pero no en el ámbito de proteccion civil. El principal objetivo aquí es desarrollar nuevas oportunidades de negocio, adoptando soluciones que están siendo probadas en fase de laboratorio o en dominios funcionales distintos a los ciudadanos. Así se espera una clara mejora en el desarrollo del TRL  (Technology Readiness Level) o madurez tecnológica de la solución y se buscarán nuevos modelos de negocio para el uso comercial de sus resultados.

SOFIA2 es un middleware desarrollado por INDRA que permite la interoperabilidad de múltiples sistemas y dispositivos, ofreciendo una plataforma semántica para crear información real a nivel mundial y esta disponible para aplicaciones inteligentes  basadas en Internet de los objetos (IOT).  Es multi-lenguaje y multi-protocolo, habilitando la interconexión de dispositivos heterogéneos. Ofrece mecanismos de suscripción y publicación, facilitando la coordinación de sensores y  elementos de control para supervisar y actuar sobre el entorno.

CENTIC, el Centro Tecnológico de las Tecnologías de la Información y las Comunicaciones es una asociación empresarial sin ánimo de lucro, auspiciada por el Gobierno Regional de Murcia, fundado en 2004. Representa los intereses de las empresas TIC de la Región de Murcia. El objetivo principal del centro es mejorar el desarrollo tecnológico a través de la investigación, de las empresas del sector TIC así como otras empresas relacionadas con la Información, Tecnología, Telecomunicaciones, Contenidos digitales y Electrónica.
